Michael Lear - Permit Specialist Michael has over 14 years experience in the civil and municipal engineering inspections and project permitting fields. His experience includes daily inspections of construction and municipal utility installation projects, generating monthly payout statements, coordination with PADEP, the USACOE, and the EPA. Michael has proficiency in preparation of all types of highway and environmental permitting ranging from searches for endangered species, stream crossings, occupancy permits and on lot sewer permits. He has managed project budgets that exceed $4M coordinating payments from multiple grant and loan providers participating on one project. He has provided inspections for both PADEP and the USACOE.
